Singaporean ACICE & RSIS Delegation Visits Peking University for Academic Exchange

On April 1, 2026, an expert delegation from the ASEAN Defense Ministers’ Meeting (ADMM) Cybersecurity and Information Excellence Center (ACICE) and the S. Rajaratnam School of International Studies (RSIS) at Nanyang Technological University, Singapore, visited Peking University’s School of International Studies for a strategic academic exchange.

During the visit, Chinese and Singaporean experts held in-depth discussions on key issues, including cybersecurity, information governance, artificial intelligence, and the protection of critical information infrastructure. The exchange was structured around three primary themes: “Cybersecurity and Information Security,” “Information Governance and Cognitive Resilience,” and “Critical Information Infrastructure Protection (CIIP)”.

The meeting brought together prominent scholars and researchers from both regions. The Chinese delegation included Wang Dong, Professor at the School of International Studies and Executive Director of the Institute for Global Cooperation and Understanding, Peking University (iGCU); Zhang Ling, Chief Strategic Researcher at the National Engineering Research Center for Big Data Collaborative Security Technology; and Hu Ling, Associate Professor at the Peking University Law School. Other participants comprised iGCU postdoctoral fellow Li Zongfang, Deputy Director Shen Jiqiu, and research assistants Zhang Xueyu and Gabriel Wagner, all of whom collaborated with their Singaporean counterparts to explore constructive solutions to digital security challenges.

This exchange served as a significant platform for fostering mutual understanding and trust between the academic and think-tank communities of China and Singapore. Participants from both sides emphasized that, in an increasingly complex international environment, strengthening multilateral dialogue and cooperation is essential for addressing emerging security risks in the digital era. Moving forward, both parties expressed their commitment to deepening collaboration in areas such as information sharing, international rule-making, and capacity building, with the aim of contributing intellectual wisdom to the development of a more equitable, inclusive, and sustainable global data governance system.
