Prof. Zhang Tuosheng: New Rules for Changing Times

On May 4, the article by Prof. Zhang Tuosheng (Director of the Center for Foreign Policy Studies at China Foundation for International and Strategic Studies; iGCU Academic Committee Member), “New Rules for Changing Times,” was published on ChinaUSFocus.

Prof. Zhang reckons that with the changes of the times and the international landscape, as well as the rapid development of science and technology, the world urgently needs some new international laws and mechanisms to further improve the current international system and make it more conducive to the peace and development of all.

Prof. Zhang first suggests that new rules must be established in new security fields,including cyber security, space security, AI,climate change and biodiversity, oceans,and terrorism. He also proposes that the UN and its affiliated organizations, including the WB, IMF and WTO,created after WWII,should all be reformed and improved as appropriate.He further raises three major issues (humanitarian intervention, military alliances,and regional and global development cooperation) that need to be considered when developing new international laws and mechanisms.

Quoting Prof. Zhang, “China believes that as the international situation and landscape evolve, we need to put in place new laws, reform unfair or outdated ones, actively develop and promote more multilateral cooperation mechanisms.”
