He further stressed that theso-called “mega overhaul”might be nothing more than a publicity stunt,and its genuine effects remain to be carefully evaluated.Dr. Hu states that the U.S.’biggest challenge in the Western Pacific is not tactical but strategic. Specifically,it lies in the refusal or failure to acknowledge the declining strength of the U.S.compared while still excessively pursuing dominance.
