From June 21 to 22, 2014, the Institute for Global Cooperation and Understanding (formerly known as Institute for China-U.S. People-to-People Exchange) of Peking University held the fourth round of U.S.-China Civil Strategic Dialogue with the Brookings Institution, a leading US think tank, at Beijing Hong Kong Jockey Club Clubhouse. An in-depth exchange of views was conducted on the Asia-Pacific rebalancing, maritime territorial disputes and a new type of great power relationship between China and the U.S. Professor Jia Qingguo, Dean of School of International Studies, Peking University and Executive Director of Institute for Global Cooperation and Understanding, and Jonathan Pollack, former Director of the John L. Thornton China Center of the Brookings Institution, co-chaired the dialogue.
The American side believed that Obama’s Asia-Pacific rebalancing has reactivated America’s existence in Asia and promoting constructive cooperation with China is also an intrinsic component of rebalancing; the existing international order should be adapted to China’s rise; the U.S. and China should refocus on cooperation on global issues; China should accommodate the concerns of its neighbors and avoid further deterioration of the situation in the region.
The Chinese and American participants pointed out that China and the U.S. should focus on pragmatic cooperation, expand common interests, and strive to establish a constructive new type of great power relationship between China and the U.S.
The American participants included Kenneth Liberthal and Jeffry A. Bader, former Senior Directors of United States National Security Council for Asian Affairs and Senior Fellows of the Brookings Institution, Jonathan Pollack, former Director and Senior Fellow of the John L. Thornton China Center of the Brookings Institution, Li Cheng, Director of the John L. Thornton China Center, Jones, Director of the Brookings Institution’s International Order Program, David Dollar, Senior Fellow at the Brookings Institution, and Solana, former NATO Secretary-General and Senior Fellow at the Brookings Institution. The Chinese participants included Wang Min, Director of China-Foreign Strategic Dialogue Research Center, Ma Weihua, former President of China Merchants Bank and Chairman of Wing Lung Bank, Fan Wenzhong, Director of the International Department of China Banking Regulatory Commission (CBRC), Academician Liu Depei, President of Peking Union Medical College, Professor Sun Zhe, Director of China-US Relations Center, Tsinghua University, Professor Li Daokui from School of Public Policy & Management, Tsinghua University, Professor Qi Ye, Director of Tsinghua-Brookings Center, Tang Xiaodan, Chairman of Silversun Group, Deng Feng, general manager of Northern Light Venture Capital, Wang Weijia, Chairman of Meitong Wireless Co., Ltd., Ding Jian, Chairman of Asiainfo-Linkage, and Chen Datong, co-founder of Spreadtrum Telecommunications Co., Ltd. Associate Professor Wang Dong, Deputy Director of the institute, participated in the dialogue and made a special speech.
