On December 5-6, 2019,The 12th CSCAP General Conferencewas held in Hanoi, Vietnam. The theme of the conference was "Sustaining Peace in Time of Uncertainties: Towards Greater Regional Resilience and Responsiveness". Nguyen Quoc Dung, Deputy Minister of Foreign Affairs of Vietnam, delivered a keynote speech. More than 200 senior officials, envoys, scholars and experts attended the meeting. Executive Director of iGCU of Peking University and professor at the School of International Studies at Peking University was invited to participate in the conference and delivered speech on the role of multilateral mechanisms and global governancein Session Five: Whither Multilateralism?

Multilateralism has long been of strategic importance to global, regional and national security and prosperity. However, views have recently beenraised about a recess of multilateralism, mainly due to decreasing commitment of and competition among key players in existing multilateral mechanisms. The role of multilateral mechanisms and international law is being questioned. Professor Wang Dong focused on promoting the reform of multilateral mechanisms and advocating the concept of global governance". Currently, multilateral mechanisms are facing various problems such as "governance deficit", "trust deficit" and "development deficit". The existing international governance mechanism still has "reform deficit". Multilateralism that supports globalization is challenged by protectionism severely. At the regional level, the integration process of ASEAN is also affected by the game of big powers. China calls on all parties to work together to uphold multilateralism, promote the development of the global governance system in a more just and reasonable direction, and accelerate the development of Free Trade Area of the Asia-Pacific.
