In May 2020, Jia Qingguo, member of the Standing Committee of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), Director of the Institute for Global Cooperation and Understanding (iGCU), Peking University frankly voiced that "The outbreak of the COVID-19 should have been beneficial to the two countries to put aside their differences to collaboratively fight against the pandemic. Unfortunately, the cooperation between the two countries was bumpy this time."

Jia Qingguo believed that since the Sino-U.S. relations had undergone some changes before the pandemic. After the outbreak, instead of cooperating effectively with China to fight against the pandemic, some American Politicians even used the pandemic as an excuse to smear China and shift the blame.”

Jia Qingguo said that almost all global challenges in the world today necessitate coordinated response from the two countries. He pointed out that “from a long-term perspective, I think there is still a wide range basis of interest for the development of Sino-U.S. relations, including conceptual ones. For example, both China and the United States are the beneficiaries of the existing international order. Both countries want a stable, peace and prosperous world and advocate joint responses to global challenges, including preventing the proliferation of weapons of mass destruction, combating international terrorism, and fighting international crime. On many of these global governance issues, both sides actually have many common interests. In terms of concept, much of China’s core values are also supported by the United States. As a result, the two countries actually have an interest and conceptual foundation for the future improvement of Sino-U.S. relations.”
