The China-UK Think Tank Dialogue on Cyber Security co-hosted by the Institute for Global Cooperation and Understanding (iGCU) , Peking University and the Royal United Services Institute (RUSI), was successfully held on March 6-7, 2025. Nearly twenty experts and scholars from universities, research institutions, and enterprises—including Peking University, Fudan University, Beihang University, Beijing Normal University, Tongji University, Shanghai Institutes for International Studies, Shanghai Data Research Institute, RUSI, University College London, A&O Shearman, and RELX Group—engaged in in-depth discussions on topics such as commodity-levelcybercrime, ransomware, future cyber crime threats and technology convergence.

This China-UK academic exchange has advanced broader non-governmental dialogue on transnational cybersecurity issues. The scholarly discussions on digital technology and cybersecurity between both sides hold positive significance for addressing geopolitical uncertainties and building consensus in related fields between the two countries. As the first offline session of the China-UK Think Tank Dialogue on Cyber Security, this event lays the groundwork for institutionalizing future dialogues, with both parties committed to further regularizing such exchanges to contribute academic and think tank expertise to China-UK cooperation.
The Royal United Services Institute (RUSI), founded in 1831 and headquartered in London, is the world’s oldest independent defense and security think tank and one of the most influential institutions globally in the field of international relations. RUSI’s research areas span traditional military strategy, cybersecurity, counterterrorism, the impact of emerging technologies on warfare, geopolitical risks, and interdisciplinary issues such as the intersection of climate change and security.
