JIA Qingguo: Only by Knowing Oneself and the Counterpart Can We Handle Sino-U.S. Relations Well (abridged version)

In August 2020, the People’s Daily Online Qiangguo forum held a webinar on “The Current International Landscape and the Trend of Sino-U.S. Relations”. JIA Qingguo, member of the Standing Committee of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), director of the Institute for Global Cooperation and Understanding (iGCU), Peking University and professor of School of International Studies, Peking University proposed on the webinar that as U.S. imposed a series of policy measures and exerted various pressures on China, China should not only adopt “Chinese wisdom” and “Chinese approach”, but also “human wisdom” and “human approach” in response.

JIA Qingguo introduced that despite the fact that U.S. poses hawkish strategy to counter China, different purposes underlie various forces. Some of the current practices of the U.S. government are aimed at impeding the rise of China, even at the expense of the U.S. economy. This approach is detrimental to both countries. Even many people from U.S. do not agree, only a minority of Americans will support such extreme policies against China.

JIA Qingguo held the opinion that proper handling of the increasingly complex Sino-U.S. relations requires China to “overcome the hawkish policies with dextrous response” first. We should take targeted counter measures on principle issues, accurately expose, criticize and combat those who maliciously hinder China’s development in the United States, but such efforts should not be expanded. At the same time, we should maintain contacts with all sectors of the U.S. community, keep existing economic and trade relations as much as possible, and continue to sustain and improve relations with other countries. Secondly, we should “convince others with facts”, explaining the truth to Americans and the world, and exposing the lies of the U.S. government with facts. Finally, we should “do exactly the opposite”, taking the opposite approach when the U.S. government obscures right and wrong and pursues unilateralism on the U.S. China policy.
