On the morning of July 9, 2019, at the panel discussion on “Sino-U.S. Relations and International Order” at the 8th World Peace Forum, Chen Xiaogong, former deputy director of the Office of the Foreign Affairs Leading Group of the CPC Central Committee and former deputy commander and Lieutenant General of the Air Force of Chinese People’s Liberation Army, expressed his views on Sino-U.S. relations and Sino-U.S. military relations. He pointed out that progress has been made in Sino-U.S. military relations in recent times, mainly in crisis management, such as hotline contact and mutual notification of major military activities, and formulation of corresponding rules for naval and space of both sides. However, such progress is neither deep nor substantial. The main reason is that U.S. congress legislation restricts the in-depth interaction between China-U.S. military relations, especially in the areas of weaponry and combat training.
In terms of the future of Sino-U.S. relations, Chen Xiaogong suggested that because Sino-U.S. not only has a greater impact on the future of both countries, but also the world. It is an objective for both countries to strive for a stabilized Sino-U.S. relation in a new institutional framework featuring both competition and cooperation. Otherwise, it will be a great disaster for the world if China and the U.S. lose the possibilities of cooperation.
