Prof. Liang Haiming:How can China create “infrastructure miracles” to promote development in Africa?

The op-ed by Prof. Liang Haiming (iGCU Academic Committee Member;Dean of the Belt and Road Research Institute of Hainan University) and Prof. Feng Dahsuan (Honorary Dean of the Belt and Road Research Institute of Hainan University)was recently published on the Paper.cn. The piece delves into China’s remarkable achievements in both traditional and new infrastructure projects in Africa.

In the op-ed, the authors introduce and debunk myths about China-Egypt and China-South Africa infrastructure cooperation under the BRI. Discussing China’s infrastructure projects in Egypt,they argue that China won the bid to construct the central business district (CBD) of Egypt’s new administrative capital for three reasons: China’s technical expertise, value-added solutions, and keenness to open up for third-party market cooperation in this project.

Concerning China-South Africa infrastructure cooperation,the authors underscore that China has helped South Africa become the first African country to launch 5G services and has provided solutions for smart mining, internet connectivity, digital innovation, 5G-based scientific research, cloud computing, artificial intelligence, and other technologies.

The authors suggest that China’s infrastructure investment in Africa is not a “debt trap” but a “development pie” and that China has helped secure the basic living needs of the African people, improving the capabilities of a great number of African countries to embrace the fourth industrial revolution and creating a community of shared interests and common destiny under the Belt and Road Initiative.
