In 2024, the concept of‘new quality productive forces’ has sparked intense debates. How should we construe its implications? What are the priorities in cultivating these forces? How can we avoid repeating issues in the forces’ development?Prof. LIUQiao (iGCU Academic Committee Member;Dean of Guanghua School of Mgmt., PKU)recently sat for an interview with The Paper(澎湃新闻)to discuss the “new quality productive forces.”
Prof. Liu emphasized that developing new quality productive forces should focus on total factor productivity.Boosting total factor productivity is crucial as a key indicator of these new forces and a fundamental requirement for promoting high-quality development and advancing modernization tailored to Chinese characteristics.
Prof. Liu highlighted the importance of technological innovation-driven industry transformation for improving total factor productivity. Additionally, he underscored the importance of strategically integrating means of production and labor to foster the development of new quality productive forces,unleashing the potential for productivity enhancements.
Prof. Liu advocated for a more aggressive issuance of long-term special government bonds and a substantial increase in investment in basic research,adding that within certain parameters, national bonds could be used to replace local government debt. He also recommended launching a comprehensive reform initiative that integrates changes to the housing provident fund, rental housing, and the construction of Real Estate Investment Trusts (REITs).
