Professor Jia Qingguo: Reflections on Advancing Global Governance in a Decentralized Context

On December 10, 2025, Professor Jia Qingguo (Professor of the School of International Studies at @Peking University; Director of iGCU) published an article titled “Reflections on Advancing Global Governance in a Decentralized Context” in the Journal Modern International Relations. Adopting a dual perspective that recognizes the coexistence of challenges and opportunities, this article analyzes how “decentralization” is disrupting the traditional global governance system, while also creating a critical historic window for transformation toward a more inclusive and equitable “multilateral co-governance” model.

This paper aims to clarify that, while the historical process characterized by the relative decline of Western power reshapes and destabilizes the existing international order, bringing economic disorder and security challenges, it also presents a crucial historical opportunity to drive the transition of the global governance system toward greater inclusivity and fairness.

Its dual lens of “challenges and opportunities coexisting” facilitates an understanding of the profound elements reshaping the current global order. It argues that the international trend of decentralization not only signifies a crisis for conventional global governance arrangements but also heralds significant openings for restructuring value hierarchies, reforming governance mechanisms, and the emergence of new cooperative platforms. The article ultimately focuses on China's “Global Governance Initiative,” asserting that this initiative aligns with the intrinsic demands of this historical process and offers crucial insights and pathways for exploring a future governance order characterized by a more balanced distribution of rights and responsibilities.
