[Abstract] This paper firstly discusses the differences between the idea of "total victory" and the theory of "strategic coercion" in three aspects: the connotation of strategy, the means of strategy, and the role of concepts; secondly, by analyzing and comparing the prerequisites for strategy realization, it explores the commonalities between the two strategic ideas at the operational level; secondly, it sorts out the strategic flexibility and variability embodied in the evolution of the idea of "total victory" in the social and technological contexts of different times, Finally, the main idea of the article is summarized.
