Dr. Chen Xi is a distinguished professor and Director of the Institute for Urban Internationalization Studies at Zhejiang International Studies University; the founder of Harbor Overseas; and the founder of Asia Smart City Ranking, G20 Smart City Ranking, BRICS Smart City Ranking, LAS Smart City Ranking and Asia Smart City Quarterly Review. Now an academic committee member at the Institute for Global Cooperation and Understanding of Peking University, Dr. Chen served as President of the Institute of Smart City Planning and Design of Beijing Municipality, helping the Beijing Municipal Government shape the policies, regulations, and evaluation systems for developing a smart city. He was a visiting senior fellow at the United Arab Emirates University and S. Rajaratnam School of International Studies (RSIS) at Nanyang Technological University in Singapore, and served as President of the Institute of Smart City Research at the ZTE Corporation and an advisor to its Strategy Committee. He led the top-level design for several smart-city projects worldwide, including Beijing’s sub-center and the Gwadar Port in Pakistan. He contributed dozens of invited commentaries for global think tanks, including Think20 (T20) under Group of 20 (G20). He completed his PhD in a joint program between Dalian University of Technology and Cornell University under the sponsorship of the China Scholarship Council, and finished his post-doctoral research (Awarded Excellence) on the China-US geo-tech competition in Peking University.
