Brief Introduction to the China-Russia People-to-people Exchange Mechanism

Development

As the earliest high-level people-to-people exchange mechanism, the China-Russia People-to-people Exchange Mechanism is the highest level dialogue mechanism on people-to-people exchange between the Chinese and Russian governments with the common interest and support of the presidents of both countries.Since its establishment, it has undergone two stages: the China-Russia Committee of Education, Culture, Health and Sports Cooperation (2000-2006) and the China-Russia People-to-people Cooperation Committee (2007-).

In November 2000, to implement the consensus reached by the heads of China and Russia, promote the all-round development of China-Russia strategic partnership of coordination, make overall plans for cooperation in relevant fields and the institutionalization of cooperation, with the approval of the Central Government, the China-Russia Committee of Education, Culture, Health and Sports Cooperation was set up within the framework of the regular meeting between the Chinese and Russian prime ministers, with four cooperation sub-committees on education, culture, health and sports. The meeting was agreed to be held annually.On December 7, 2000, the first meeting of the China-Russia Committee of Education, Culture, Health and Sports Cooperation was held in Moscow, Russia.

On September 3, 2007, the 8thmeeting of China-Russia People-to-people Cooperation Committee was held in St. Petersburg, Russia.At the meeting, China and Russia signed an inter-governmental protocol to rename the China-Russia Committee of Education, Culture, Health and Sports Cooperation into the China-Russia People-to-people Cooperation Committee.

From 2014 to 2015, the China-Russia Youth Friendship Exchange Year was held in both China and Russia, with over 600 activities held to provide platforms for interaction, mutual trust and learning for Chinese and Russian youths, enhance their friendship, and carry forward the longlasting China-Russia friendship.

From 2016 to 2017, the Media Exchange Year was held in both China and Russia.Chinese and Russian media cooperated actively. 227 key events on the list have been successfully held, which created a more favorable public opinion environment for the promotion of mutually beneficial cooperation between China and Russia in various fields.

On October 30, 2018, the 19thmeeting of the China-Russia People-to-people Cooperation Committee was held in Beijing.Chinese Vice Premier Sun Chunlan and Russian Deputy Prime Minister Tatyana Golikova co-chaired the meeting.In 2018 Vice Premier Sun Chunlan served as the new Chairman of the Chinese side of the China-Russia People-to-people Cooperation Committee, while Russian Deputy Prime Minister Tatyana Golikova served as the new Chairman of the Russian side.Both sides comprehensively summarized the successful experience of China-Russia cooperation in the past 19 years in people-to-people exchange, and jointly mapped out priorities for future cooperation.From 2018 to 2019, the Sub-national Cooperation and Exchange Year was held in both China and Russia. Currently, 60 key projects have been included in the list of sub-committees, and tens of thousands of sub-national cooperation programs at various levels have been launched.

So far, the China-Russia People-to-people Cooperation Committee has been successfully held for 19 years.

Positioning

People-to-people cooperation is an important part of China-Russia comprehensive strategic partnership of coordination.In recent years, China and Russia have achieved fruitful people-to-people cooperation.People-to-people cooperation has played an important role in enhancing mutual understanding between the two peoples and consolidating the social and public opinion foundation for China-Russia relations. It highlighted the unique advantages of strengthening the foundation and promoted the high-level performance of China-Russia comprehensive strategic partnership of coordination.

Summer (winter) camps for Chinese and Russian primary and secondary school students; 11 China-Russia university alliances; Shenzhen MSU-BIT University; Art festivals for Chinese and Russian university students, Russian (Chinese) competition for Chinese and Russian teenagers, China-Russia Higher Education Exhibition and China-Russia Art Talents Training Program.

Culture

Cultural festivals and cultural fairs have become the largest, most influential and most popular institutionalized exchange brands.

Health

Activities within the framework of the China-Russia Medical University Alliance.

Sports

Chinese-Russian Youth Sports Games; both sides will take 2022 Beijing Winter Olympic Games as the opportunity to further strengthen exchange and cooperation in winter sports.

Tourism

The military tourism has further enriched the China-Russia tourism cooperation; tourism cooperation programs in border areas under the framework of the China-Mongolia-Russia Economic Corridor have been implemented actively.

Media

During the media year, nearly 300 activities were carried out, showing a high standard and professionalism.In July 2017, the third China-Russia Media Forum held during President Xi Jinping’s state visit to Russia, became a business card during the China-Russia Media Exchange Year.

Film festivals, film weeks and film seasons were held in both countries.

Youth

Exchange of 100-member Delegation of Chinese and Russian Youths, Youth Entrepreneurs Club and Exchange of Chinese and Russian University Students on Business Incubators have created institutionalized platforms for China-Russia youth exchange.
