[Abstract] What kind of policy toward Mainland and Taiwan will be pursued by the Biden administration is an issue of great concern to both sides of the Taiwan Strait and the international community. The research and judgment of this issue should focus on "strategic positioning" and "strategic competition", rather than only focusing on "strategic competition" in isolation. A reasonable analytical framework is: to clarify the nature and characteristics of "strategic competition", we must first clarify Biden' s "strategic positioning"for China, because "strategic positioning" determines "strategic competition". It is on the premise that China is positioned as a "strategic competitor" that Biden administration wants to carry out "high-intensity strategic competition" or "the most severe strategic competition" with China. At the same time, there is a need to distinguish between "strategic competition" in Biden' s context and that in Trump' s. To judge the US policy towards Taiwan, we should first make clear the American policy toward China, because the framework of Sino-US relations is still the basis and precondition of restricting or even deciding the U.S.-Taiwan relations.
