Brief Introduction to the China-U.S. High-level Consultation Mechanism on People-to-people Exchange

Development

The China-U.S.High-level Consultation Mechanism on People-to-people Exchange is the highest-level dialogue mechanism on people-to-people exchange between the Chinese andU.S.governments, and it enjoys the common interest and support of the presidents of both countries.Since its establishment, it has undergone two stages: the China-U.S.High-level Consultation Mechanism on People-to-people Exchange (2010–2016) and the China-U.S.Social and People-to-people Dialogue (2017–).

During his visit to theU.S.in April 2009, then State Councilor Liu Yandong and then Secretary of State Hillary Clinton agreed to break new ground in China-U.S.relations and deepen people-to-people exchange.In November, during thenU.S.President Barack Obama's visit to China, the presidents of both countries reached a strong consensU.S.on establishing a new bilateral mechanism to promote people-to-people exchange between the two countries, which was written into theU.S.-China Joint Statement.In April 2010, then Chinese President Hu Jintao and thenU.S.President Barack Obama met at the Nuclear Security Summit in Washington and put forward the Five-Point Proposal for Developing China-U.S.Relations. The third point is that both sides should maintain close exchange and communication at all levels, and establish mechanisms for people-to-people exchange as soon as possible.

On May 25, 2010, the China-U.S.High-level Consultation Mechanism on People-to-people Exchange was formally established.Chairmen of both sides, then State Councilor Liu Yandong and then Secretary of State Hillary Clinton signed the memoranda of understanding on behalf of the two governments respectively, and presided over the first round of consultations.

From 2010 to 2016, the China-U.S.High-level Consultation Mechanism on People-to-people Exchange gathered efforts from all sectors to promote significant outcomes in education, science and technology, culture, health, sports, women and youth. It has grown from scratch and from small to large with strong momentum. The implementation of a number of key cooperation programs has played a vital role in enhancing mutual understanding and friendship between the two peoples.

On April 6, 2017, Chinese President Xi Jinping andU.S.President Donald Trump jointly decided to establish the China-U.S.Social and People-to-people Dialogue during their meeting at Mar-a-Lago.On September 28, 2017, then Vice Premier Liu Yandong and then Secretary of State Rex Tillerson co-chaired the first round of the China-U.S.Social and People-to-people Dialogue in Washington.The Dialogue covered education, science & technology, environmental protection, culture, health, social development (including sports, women, youth and social organizations) and sub-national people-to-people cooperation, and aimed to promote further social and people-to-people exchange within the framework of the comprehensive dialogue mechanism between the two countries.At the first round of the China-U.S.Social and People-to-people Dialogue, theJoint Statementwas issued, theAction Plan for the First Round of the China-U.S.Social and People-to-people Dialoguewas passed, and more than 130 specific outcomes were implemented.

On December 1, 2018, Chinese President Xi Jinping was invited to have dinner withU.S.President Donald Trump in Buenos Aires, Argentina to exchange views on issues of common interest and chart the course for the next stage of China-U.S.relations.As two major powers, China and the United States share important influence and responsibilities in promoting world peace and prosperity, so cooperation is the best choice for both sides.At the G20 Summit in Osaka on June 29, 2019, the presidents of China and the United States agreed to resume trade talks and not impose new tariffs on Chinese exports to the United States, which averted the risk of further worsening the China-U.S.trade dispute.

Positioning

China-U.S.relations are among the most important bilateral relations in the world.People-to-people exchange is the foundation of bilateral relations and constitutes the three pillars of China-U.S.relations along with political mutual trU.S.t and economic and trade cooperation.Since the normalization of China-U.S.relations, exchange in social and cultural fields have effectively enhanced mutual trU.S.t, eliminated misunderstanding and closed the distance between the two peoples.The China-U.S.High-level Consultation Mechanism on People-to-people Exchange and China-U.S.Social and People-to-people Dialogue provide important platforms for both countries to conduct positive and open communication and dialogue, and enhance their mutual understanding and friendship.

Brand activities in cooperation fields

Education

Implemented lead demonstration projects such as "1,000 Schools Hand in Hand", "Zhi-Xing China" and Schwarzman Scholars at Tsinghua University, pursued smooth China-U.S.cooperation in running schools such as New York University Shanghai, Duke Kunshan University and Wenzhou-Kean University, and successfully held the China-U.S.State and Provincial Education Leaders Dialogue, China-U.S.Young Maker Competition and China-U.S.University Presidents Forum.

Science & technology

Successfully implemented the EAPSI in China forU.S.Students in Science and Engineering Program, Chinese Young Scientists in the United States and China-U.S.Young Scientist Forum, carried out China-U.S.joint research on clean energy and built the platform for China-U.S.cross-border innovation and entrepreneurship cooperation.

Culture

Held 21 cultural and artistic exchange activities such as Across the Pacific – China Arts Festival andU.S.China Film & Television IndU.S.try Expo .

Health

Deepened exchange on the reform of health policies and systems, cooperated on chronic diseases, strengthened the training of health personnel and conducted joint research on AIDS, emerging infectioU.S.diseases, tuberculosis and chronic diseases.

Sports

Both sides have carried out exchange in youth sports, Olympic sports such as basketball and volleyball, traditional sports such as Qigong and WU.S.hu, and sports for the disabled.

Women

Seminar on Women in Entrepreneurship, Cooperation on Clean Cooking Stoves and Technical Cooperation on Anti-domestic Violence.

Youth

Carried out in-depth exchange between Chinese and American young politicians, student leaders, youth entrepreneurship and youth career development, and held the China-Yale Youth Leaders Dialogue.

Environmental protection

Carried out policy exchange and dialogue between the environmental protection departments of the two countries, and held the Meeting of theU.S.-China Joint Committee on Environmental Cooperation.Implemented the Green Ports and Ships Plan and held the China-U.S.International Symposium on Regional Air Quality Management, China-U.S.International Symposium on Motor Vehicle Pollution Prevention and Control, China-U.S.International Symposium on Water Pollution Prevention and Control, China-U.S.Environmental Legislation Exchange, China-U.S.Seminar on Environmental Law Enforcement and China-U.S.Environmental Think Tank Dialogue.

Sub-national people-to-people cooperation

Implemented the China-U.S.Urban Governance Project and held the China-U.S.State Provincial Education Leaders Dialogue, China-U.S.Provincial and State Legislatures Cooperation Forum and China-U.S.Sister Cities Dialogue.
