Development
In May 2011, during President of the European Council, Herman Van Rompuy's visit to China, Chinese and EU leaders reached agreement on strengthening people-to-people exchange and supported the establishment of the China-EU High-level People-to-people Exchange Mechanism. During the 14thEU-China Summit on February 14 2012, leaders of both sides pointed out that enhancing mutual understanding and mutual trust among peoples is crucial to the long-term and stable development of China-EU relations. Therefore, both sides announced in a joint press communique that they agreed to establish the China-EU High-level People-to-people Exchange and Dialogue Mechanism and will hold its first meeting in the first half of 2012.
On April 18, 2012, State Councilor Liu Yandong and Androulla Vassiliou, the European Commissioner for Education, Culture, Multilingualism and Youth co-chaired the first meeting of the China-EU High-level People-to-people Exchange and Dialogue Mechanism in Brussels, Belgium, signed theJoint Declaration of the First Meeting of the China-EU High-level People-to-people Exchange and Dialogue Mechanism, and issued theFollow-up Document, which lists 18 achievements in education and multilingualism, culture, mobility of researchers and youth. The China-EU High-level People-to-people Exchange and Dialogue Mechanism was formally established.
On September 15, 2015, Chinese Vice Premier Liu Yandong and Tibor Navracsics, the European Commissioner for Education, Culture, Youth and Sport co-chaired the third meeting of the China-EU High-level People-to-people Exchange and Dialogue Mechanism in Brussels, Belgium, and signed theJoint Declaration of the Third Meeting of the China-EU High-level People-to-people Exchange and Dialogue Mechanism. Since the establishment of diplomatic ties four decades ago, China and the EU have made 88 major people-to-people exchange in education, science & technology, culture, media, youth and women.
On November 14, 2017, Chinese Vice Premier Liu Yandong and Tibor Navracsics, the European Commissioner for Education, Culture, Youth and Sport co-chaired the fourth meeting of the China-EU High-level People-to-people Exchange and Dialogue Mechanism, and reviewed 64 outcomes of the China-EU High-level People-to-people Exchange and Dialogue Mechanism over the past five years and 35 proposals for future cooperation. Sports were incorporated into the areas of cooperation at the fourth meeting of the Mechanism.
From November 18 to 19, 2019, the 9thEuro-China Forum was held in Brussels, Belgium. More than 200 representatives from political, business and other sectors held in-depth discussions on a wide range of topics, including China-EU relations, Belt and Road Cooperation and global governance.
Positioning
The China-EU High-level People-to-people Exchange and Dialogue Mechanism enjoys equal status and complementary functions with the China-EU High-level Strategic Dialogue Mechanism and the China-EU High-level Economic and Trade Dialogue Mechanism, and is the third pillar of China-EU relations.
