LIU Limin, male, was born in October 1955 in Qingyuan, Hebei Province. He obtained his PhD in Russian Language and is a professor of Pushkin State Russian Language Institute. LIU is currently the Vice Secretary of the Leading Party Group and Vice President of the Western Returned Scholars Association, member of the Subcommittee for Handling Proposals of the National Committee of the Chinese People’s Political Consultative Conference. He used to be the Vice Minister of Education, Dean and Secretary of the Party Committee of the College of Foreign Languages at Capital Normal University, Vice Secretary of the Beijing Municipal Education and Work Committee, Director of the Beijing Municipal Commission of Education and the Office of Education Supervision. He also served as the Secretary-General of the International Association of Teachers of Russian Language and Literature and Member of its Presidium, President of the Association of Chinese Teachers of Russian Language and Literature, Vice President of the Institute of Russian, Eastern European and Central Asian Studies, Chinese Academy of Social Sciences, Executive Director of the Russia-China Friendship Association, member of the State Committee for the Chinese Proficiency Test of China, member of the National Advisory Committee on Teaching Foreign Languages to Majors in Higher Education under the Ministry of Education, Vice Chairman of the Beijing Municipal Senior Professional Title Evaluation Committee.
