QIU Yuanping, female, was born in November 1953 in Shaoxing, Zhejiang Province. She is a member of the Communist Party of China (CPC) and obtained her PhD in Laws at Peking University. QIU is currently the member of the Leading Party Group and Director of the Overseas Chinese Affairs Office of the State Council, and Deputy Director of the 13th Committee for Liaison with Hong Kong, Macao, Taiwan and Overseas Chinese of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC). She was previously the Vice Director, Vice Secretary-General and Director of Research Office of Bureau V (Latin American Affairs) of the International Department of the CPC Central Committee, Vice Secretary of Tangshan Municipal Party Committee, Deputy Director (Minister level) and Party Secretary of the Office of the Foreign Affairs Leading Group of the CPC Central Committee. She serves as the Secretary of the Leading Party Group and Director of the Overseas Chinese Affairs Office of the State Council, Executive Vice President of the China Overseas Exchange Association, member of the 11th Subcommittee of Foreign Affairs of the National Committee of the CPPCC, member of the 12th and 13th National Committee of the CPPCC, delegate of the 19th CPC National Congress and Honorary Dean of the Maritime Silk Road Institute, Huaqiao University.
