Beijing Concensus
[Author] YAO Yang
[Summary]
By its initial formulation, the Beijing Consensus emphasizes China's experimental approach to policy reform, its attention to social stability, and its determination to develop asymmetric power on the international stage. But it has been reformulated by some scholars, as well as by the media, as a model representing state capitalism under an authoritarian government. This new formulation does not capture what China has done right since 1978. China's marvelous economic growth has been made possible by market‐oriented reform, in line with the policy recommendations put forward by the original formulation of the Washington Consensus. In addition, the Chinese system has a rich set of democratic elements and is on the way of continuous democratization. A dichotomous approach of authoritarianism against democracy will not help us understand what is truly happening in China.
